- Job Location. Split between office base at HMS NELSON and attendance as required at all Community Centre (CC) locations across the Portsmouth Port Area (PPA) inc. Stamshaw, Gosport, Southwick and Eastney.
Job Summary
- Primary Purpose. To provide oversight and management of the CC within the PPA. The CC aim is to provide a safe, inclusive and welcoming environment that supports social, cultural, recreational, and educational activities for Service Personnel and their families. The facilities offer a range of rooms and hall spaces available for hire to meet diverse community needs and play a key role in enhancing the wellbeing and quality of life of armed forces families through accessible programmes, services and community engagement.
- Secondary Purpose. To provide support to the Leisure and Amenities Fund (LAF) Manager, so that the best possible services and amenities may be provided to HMNB(P) personnel.
- Working Hours. This position is advertised at a core 37 hours per week. Routines to be agreed by line manager and reviewed at regular intervals.
Job Description
Accountable to the Captain of the Base (COB) for all Community Centre business and the Chairman of the LAF (The Commander, HMS NELSON) under the line authority of the LAF Manager for all LAF delivery outputs.
Primary Tasks Community Centre Manager (To be reviewed at 12 months):
- Oversee defect reporting and service user engagement - including issuing invoices and maintaining sub-fund records.
- Manage new and repeat bookings for all functions being held in CCf or the benefit of service personnel and their families, including collection of the incurred financial costs.
- Report and manage all defects within the CC including close liaison with Naval Base Support agencies.
- Act as Health & Safety (H&S) Manager for all CC sites. Manage risk assessments, insurances, COSHH, food hygiene practices and MoD H&S policies as required.
- Conduct weekly rounds of the CC, interacting with customers to ensure their needs are met. Seek infrastructure improvements, planning and upskilling for future projects as required.
- Oversee the management of the Short-Term Families Accommodation (STFA) and associated service user engagement and manage misappropriated family accommodation.
- Re-invigorate monthly community group meetings as act as a close liaison with all RN charities and RN Family People Services to ensure sites fully support service family needs.
- Oversee and manage stock levels and purchases of items including delivering and collecting items from off-site.
- Liaise with external suppliers and visitors to ensure they are able to gain access to the CC, including escorting where necessary, to carry out CC business.
- Act as point of contact for entertainers and suppliers for CC and user group managed events as required.
- Liaise with contractors and civilian organisations that support the CC or are responsible for the maintenance and cleaning of CC areas.
- Liaise with outside authorities for the maintenance and upkeep of CC equipment.
- Assist with the promotion of amenities and facilities provided by the CC including charity funded events and generating and distributing promotional material.
- Assist with audits and musters in accordance with policy.
SECONDARY TASKS - LAF Assistant (To be reviewed at 12 months):- Assist with the day-to-day administration of LAF, including sorting mail, emails and dealing with telephone enquiries.
- Assist with LAF bookings - narrowboats, lodge, Navy Mews and small hire items such as BBQs, camping equipment etc.
- Act as funds signatory and process any LAF or Central Fund transactions as directed by the Fund Manager.
- Oversee and manage stock levels and purchases of items including delivering and collecting items from off-site.
- Liaise with external suppliers and visitors to ensure they are able to gain access to the Naval Base, including escorting where necessary, to carry out LAF business.
- Be a point of contact for entertainers and suppliers for LAF managed events, such as Families Day, Christmas Events, Halloween, and Summer Flight Deck BBQs.
- Liaise with military personnel, contractors and civilian organisations working within the Naval Base that support the LAF or are responsible for the maintenance and cleaning of the areas managed by the LAF.
- Liaise with outside authorities for the maintenance and upkeep of LAF equipment.
- Assist with the promotion of amenities and facilities provided by the LAF including LAF funded events and generating and distributing promotional material.
- Maintain the LAF Pass register of gym users, updating the gym staff, processing LAF Pass application forms, issuing LAF passes and collecting funds.
- Assist with audits and musters in accordance with policy.
- Assist with LAF Management and Grant Committee Meetings, including the distribution of agendas and taking meeting minutes when necessary.

All provide vital social and support hubs for serving personal, veterans and military families.

Competencies Required

- Level 2 Maths (GCSE Grade 4/Grade C or above or equivalent).
Essential Experience
- Facilities management experience.
- Experience in customer relationship management and stakeholder engagement.
- Experience managing local suppliers, including performance oversight and issue escalation.
